  85.                The  CCITT  (the  International  Telegraph   and   Telephone   Consultative
  86.          Committee) is a permanent organ  of  the  International  Telecommunication  Union
  87.          (ITU).  CCITT  is  responsible  for  studying  technical,  operating  and  tariff
  88.          questions and issuing Recommendations  on  them  with  a  view  to  standardizing
  89.          telecommunications on a worldwide basis.
  90.                The Plenary Assembly of CCITT which meets  every  four  years,  establishes
  91.          the topics for study and approves Recommendations prepared by its  Study  Groups.
  92.          The  approval  of  Recommendations  by  the  members  of  CCITT  between  Plenary
  93.          Assemblies is covered by the procedure  laid  down  in  CCITT  Resolution  No.  2
  94.          (Melbourne, 1988).
  95.                Recommendation D.306 R was prepared by Study Group  III  and  was  approved
  96.          under the Resolution No. 2 procedure on the 15 of July 1991.

  122.                         REMUNERATION  OF  PUBLIC  PACKET-SWITCHED  DATA  TRANSMISSION
  123.                                 NETWORKS  BETWEEN  THE  COUNTRIES  OF  EUROPE
  124.                                        AND  THE  MEDITERRANEAN  BASIN

  126.                The CCITT,
  127.          considering
  128.                (a) the introduction in many countries  of  Europe  and  the  Mediterranean
  129.          Basin  of  packet-switched  data  transmission  networks,  and   the   systematic
  130.          establishment of links between them and of links connecting them to  networks  on
  131.          other continents;
  132.                (b) that these networks are not only used  for  the  transfer  of  computer
  133.          data, but also as bearer networks for the provision of telematic services;
  134.                (c) that basic financial data on the  transmission,  switching  operational
  135.          and maintenance  facilities  involved  are  needed  in  order  to  determine  the
  136.          accounting rate to be applied to the data transmission service,  which  may  also
  137.          serve as a component of the accounting rate for a telematic service provided over
  138.          these networks,
  139.          recommends
  140.                that the accounting rate shares to be  applied  on  public  packet-switched
  141.          data transmission networks to remunerate the international centre,  international
  142.          transmission and national extension should be as follows:
  143.          1      Terminal traffic
  144.                Terminal share per kilosegment1):
  145.                ù   0.78 SDR or 2.39 G.Fr. from 1 January 1993,
  146.                ù   0.66 SDR or 2.02 G.Fr. from 1 January 1996.
  147.          2      Transit traffic
  148.                Transit share per kilosegment: 0.22 SDR or 0.67 G.Fr.
  149.          3      Total accounting rate
  150.                The total accounting rate is established by adding the terminal shares  and
  151.          the transit share(s).

  193.                4      Collection charge
  194.                The establishment of the collection charge is  a  national  matter.  It  is
  195.          however recognized that in the public packet-switched service  the  structure  of
  196.          the collection charge and of the accounting rate may differ.  Cost  elements  not
  197.          relevant for  international  accounting  would  be  one  of  the  reasons  why  a
  198.          collection charge composed of volume and duration charges, independently  of  the
  199.          structure of the accounting rate, might be required.
